For the better part of two decades, procurement transformation has followed a predictable pattern: map the approval workflow, add routing logic, build escalation rules, and layer in more visibility at each stage of the chain. The implicit assumption behind almost every P2P and workflow investment has been that the way to fix procurement is to fix what happens after a request comes in.
That assumption is increasingly wrong. The real leverage point isn't the middle of the process. It's the beginning.
The Approval Trap
Most procurement organizations can describe their approval chain in granular detail — who signs off at what dollar threshold, how exceptions get escalated, what happens when a request breaches policy. Far fewer can describe, with the same precision, how spend actually enters the system in the first place.
That asymmetry matters, because the quality of everything downstream — how accurately spend gets categorized, how quickly a request routes to the right approver, how much manual cleanup finance has to do at reconciliation — is determined largely by the quality of the intake. A request that arrives as a well-structured, policy-compliant, correctly-categorized transaction moves through approvals quickly almost by default. A request that arrives as a vague email, a verbal ask, or an unstructured form generates friction at every subsequent step, no matter how well-designed the approval workflow is.
In other words: organizations have spent years optimizing the part of the process that unstructured intake makes hard, instead of fixing the intake itself.
Why This Matters More Now
The stakes for getting intake right are rising for two reasons.
First, AI-enabled procurement tools — intelligent routing, automated categorization, policy checks at the point of request — depend on structured data to work well. An AI system can do very little with "please order some laptops for the new hires" typed into an email. It can do a great deal with a structured intake request that specifies category, quantity, budget owner, and urgency from the outset. The intake experience isn't just a UX nicety anymore; it's the data foundation that determines whether downstream AI actually delivers value.
Second, organizational discipline around AI investment itself is under scrutiny. Gartner's June 2025 research found that over 40% of agentic AI projects will be canceled by 2027 due to escalating costs, unclear business value, or inadequate risk controls. Initiatives built on top of messy, unstructured processes are disproportionately likely to be among that 40% — because an agentic system asked to act on ambiguous, poorly-captured requests will produce unreliable outcomes, erode trust, and eventually get shut down. Structured entry points aren't just good practice; they're what makes AI-enabled procurement initiatives survivable long enough to prove their value.
What "Better Entry Points" Actually Means
Fixing intake isn't about adding another form. It's about designing the moment a need becomes a request so that it does more work upfront, with less friction for the requester.
That means guided, conversational intake experiences that ask the right follow-up questions dynamically, rather than presenting a static form with fifteen mandatory fields regardless of relevance. It means routing decisions — which category this falls under, which approval chain applies, whether a preferred supplier already exists — happening automatically based on what the requester describes, instead of being left for someone downstream to figure out manually. And it means designing intake for the actual behavior of employees, who will always default to the path of least resistance — meaning if the sanctioned channel is harder to use than sending an email to a colleague, the email will win, structured process or not.
The Organizational Shift This Requires
Rebuilding procurement around better entry points is a different kind of investment than the workflow-and-approval-chain investments most organizations are used to making. It requires procurement, IT, and the business units generating demand to collaborate on designing the request experience itself — not just the governance that happens after a request lands.
It also requires measuring a different set of metrics. Instead of only tracking approval cycle time, leading organizations are starting to track intake quality: what percentage of requests arrive structured and policy-compliant versus requiring manual rework, and how much of total spend originates through guided, sanctioned channels versus ad hoc requests that procurement discovers after the fact.
The Real Opportunity
Better approvals will always matter. But approvals can only ever optimize what arrives at their door — they cannot fix a request that was broken from the moment it was made. The organizations that will define the next era of procurement performance are the ones investing in the moment before the process even starts: the entry point.
That's not a smaller ambition than fixing approvals. It's a larger one — because it's the only place in the process where getting it right makes everything downstream easier, instead of just making the current mess move a little faster.
